Chapter One Geographical Position and Areas
Item 1 Geographical Position
Located at the southeast coast of mainland China and on the west bank of Taiwan Straits, Fuzhou Port is composed of estuary port and seaport. The estuary port refers to Minjiang Estuary Inner Harbor Area, while the seaports include Jiangyin Harbor Area, Songxia Harbor Area, Luoyuan Bay Harbor Area and Operating Zones at Pingtan Island such as Jinjing wharf.
Item 2 Natural Condition
Fuzhou Port starts from Fuzhou urban areas in the west, reaches Minjiang Estuary in the east, goes as far as Xinghua Bay in the south and reaches Luoyuan Bay in the north. It possesses a large region, complex landform and varied natural condition.
I Temperature The perennial mean air temperature of estuary port and seaport is 19°C-19.7°C.
II Precipitation The mean annual precipitation is 1649.5 mm in Luoyuan Bay Harbor Area and around 1330 mm in other harbor areas.
III Fog The fog season round January to April in Minjiang Estuary Inner Harbor Area, March to May in Jiangyin Harbor Area and winter in Luoyuan Bay Harbor Area.
IV Wind Fuzhou Port is mostly influenced by northeast monsoon in Winter (November-March of next year), while typhoon always comes in summer (June-September).
V Tide Level The highest tide in Mawei, the inner harbor area of Minjiang Estuary is 6.38m, and the lowest tide is 0.49m (Luoxing Datum). The highest tide of Songxia, Jiangyin, and Luoyuan Harbor Area are 8.75 m, 7.77 m, 6.50m respectively (Theoretical Datum ) .
Item 3 Water Area
The four harbor areas of Fuzhou Port are located inside Minjiang Estuary, Xinghua Bay, Fuqing Bay and Luoyuan Bay respectively, each of them is independent in water area deployment. The harbor coastline of Pingtan Island is under planning, so its water area scope is not defined yet.
I Minjiang Estuary Inner Harbor Area
It starts from the broken-line connected by Yijianwei Mountain, Banyangjiao, Qixingjiao and Shafengjiao to Minjiang River Jiefang Bridge and Wulongjiang Bridge along river.

II Jiangyin Harbor Area
It takes the broken-line connected by Wan’an of Xinghua Bay, Tangyu, Nanheng Island, Daqiao Mountain to the east of Nanri Island as its east harbor limit, and the flow-line formed by southeast light beacon of the Shicheng Mountain to the west of Nanri Watercourse and light beacon at the west end of Nanri Island as its south harbor limit.
